The OPAL Digital Collections are built upon CONTENTdm, a digital asset management platform provided by OCLC and hosted in the cloud. The platfom provides libraries with easy-to-use tools for building, managing, and showcasing digital collections to the world, with the ability to personalize and brand individual collections as well.

Through June 30, 2020, there are no participation costs for any library; the first two years of the program were wholly supported through OPAL capital funds. However, libraries opting to participate must commit to continued participation beyond June 30, 2020 and must agree to share the costs of subscription based on the amount of storage needed, as outlined below.
Starting in July 2020, participation will be aligned with the term of the OPAL Service Agreement and costs incorporated into the participants' overall OPAL fees. As such, the commitment to participate runs through the end of the Service Agreement period. Libraries may join the OPAL CONTENTdm at any point in the middle of the Service Agreement period with the commitment to continue through June 30, 2023.
